Kelly Noonan is a Licensed Clinical Social Worker in the states of Delaware and Pennsylvania. She has been working with the sexual offender population for over ten years. In Delaware she is a Credentialed Sex Offense Service Provider. In Pennsylvania she is a perspective Sex Offender Assessment Board Member. She serves as the President of the Mid-Atlantic Regional chapter of the Association for the Treatment and prevention of Sexual Abuse (MARATSA). She is currently the Clinical Supervisor for the Counseling and Psychotherapy Center’s contracts in Delaware and Pennsylvania. She has previously worked as the Assistant Director, then the Director of Sex Offender Treatment for the contracted provider for the Delaware Department of Corrections. Prior to obtaining her master’s degree in social work, she worked as the Mental Health Court probation officer in New Castle County Delaware.
